Position Title:            Program Evaluation Consultant

 

Location/Dept.:         Ray & Joan Kroc Corps Community Center

 

Reports to (Title):     Divisional Program Services Analyst

OUTCOMES

This position will develop and implement a program evaluation plan and evaluation tools for our Late Nite Flight Basketball Program at the Kroc Center in West Pullman, on Chicago’s Far South Side. Over one year, this person would work in collaboration with our Divisional Program Services Analyst and Kroc Center program staff, basing this project in our existing Efforts to Outcomes or ETO® (Social Solutions) data platform, and continuously monitoring the program’s evaluation.

Responsibilities

SPECIFIC DUTIES AND RESPONSIBILITIES:

 

  • Develop an evaluation workgroup
  • Develop an evaluation plan
  • Review and revise program objectives
  • Develop evaluation questions
  • Develop indicators for the questions and develop a method for collecting the data
  • Build new forms/data collection tools for ETO data entry
  • Establish interagency agreements to access necessary evaluation data
  • Create a system to protect confidentiality
  • Ensure evaluation is culturally competent
  • Collect contact information and obtain informed consent from participants to allow for follow-up data collection
  • Identify and build a plan to address barriers to effective evaluation
  • Develop roles and responsibilities in the evaluation process among consultant, staff and stakeholders
  • Develop implementation plan and timetable that includes cleaning the data
  • Develop an internal and external strategic communication process to promote findings of evaluation
  • Develop audience-specific evaluation reports for key stakeholders, and for publication
  • Develop evaluation tools
  • Provide training in use of tools and methodology
  • Develop process for coordinating with Divisional Program Services Analyst for handoff
  • Implement system reporting requirements including data elements useful for the evaluation

Qualifications

EDUCATION/EXPERIENCE

  • Bachelor’s degree in Program Evaluation, Social Work, Sociology, Statistics or other related field is required. Master’s degree is preferred.
  • Familiarity with a computer based work environment.
  • Safe From Harm certification required within 30 days of hire.

PHYSICAL DEMANDS/WORK ENVIRONMENT

This position is required to do extensive computer work which may involve sitting for extensive periods of time.
