Provide vision and direction to the staff for all programmatic functions of The Salvation Army Harbor Light Center. The program functions include: Assessment/Referral, Detoxification, Residential Treatment, Intensive Outpatient Program and Transitional Housing. Assure that the consumer is provided the highest quality of addiction services utilizing the most up-to-date research methods and theories.


  • Provide Clinical and Administrative direction to supervised clinical staff facilitating regular meetings
  • Develop and implement viable evidence-based treatment programs
  • Completes program reporting for funding contracts/agreements
  • Maintain adequate staffing levels to ensure the smooth operation for the staff and clinical appropriateness for clients
  • Oversee consumer metrics as identified by the leadership team
  • Ensure compliance with SAHLC policies and procedures
  • Act as a liaison with Medical Director in order to supervise Detoxification Services
  • Develop and implement strategic goals for the department
  • Oversee and monitor the direct operation of assessments to ensure DARMHA enrollment
  • Collaborate with leadership team for contractual management and audit purposes
  • Develop and maintain professional working relationships with community service providers and substance abuse related organizations as assigned
  • Collaborate with the leadership team to provide proper training to clinical staff
  • Ensure treatment delivery is in compliance with CARF standards, funding sources, ethics and professional guidelines
  • Conduct and oversee all clinical personnel issues in collaboration with Human Resources
  • Oversee and evaluate intern program





Education:    Bachelor’s Degree or Master’s Degree and LCAC or LMHC or LMFT required.   Master’s Degree in Addictions or Social work strongly preferred.  Condition of hire within 3 years must complete a Masters Degree in Addictions, Social work or closely related field. Licensed Clinical Addictions Counselor or Licensed Mental Health Counselor or Licensed Marriage and Family Counselor required.


Experience:    Experience providing in a Social Services setting. Minimum of two years supervisory experience.


Certifications:  Licensed Clinical Addictions Counselor (LCAC) or Licensed Mental Health Counselor (LMHC) or Licensed Marriage and Family Therapist (LMFT) required. Must have a valid chauffeur driver’s license within 60 days of hire.


Skills/Abilities:  Ability to speak, write and understand English in a manner sufficient for effective communication with leadership staff and consumers. Proficiency in Microsoft Office. Strong leadership, relational and networking skills.
