POSITION TITLE:         House Counselor (Full-Time Monday through Fiday 3pm-11pm.)




REPORTS TO:              Administrator



The Salvation Army’s PROMISE program (Partnership to Rescue our Minors from Sexual Exploitation) was launched in Chicago to combat the commercial sexual exploitation of children through awareness, prevention, intervention, and service delivery.

We are currently expanding upon the services offered by PROMISE through a special program that will provide a stable, nurturing family living environment for young women and girls ages 12 to 21 who are at risk for or who have experienced commercial sexual exploitation/sex trafficking. The program will provide them with long-term trauma based treatment to enable them to develop self-reliance and return to society.



The House Counselor's primary responsibility is the day-to-day care of the residents, adhering to the program and policies set by the Administrator.  The House Counselor is the first-line position which involves nearly constant contact with the youth, working with them to resolve daily problems and to insure that they follow their daily activities including trauma therapy.




  1. Provides supervision to youth and ensures that a safe and therapeutic home atmosphere is maintained.  
  2. Assists the Administrator and Case Worker perform the duties which are listed on their own Position Specifications
  3. Initiates, oversees, and supports house and resident-specific activities such as:
    1. Assists program participants in the completion of school and homework requirements.
    2. Assists in meal preparation, housekeeping and other reasonable duties.  
    3. Participation in recreational and cultural activities to address social, educational or experiential deficiencies.
    4. Maintenance of individual and house schedules for education, health, therapy, recreation, and the like.
  1. All other duties as assigned.



  • High School diploma or GED equivalent is required. Two years college course work is preferred.
  • Two years experience in a residential work environment with a comparable clientele may be accepted by the Program Director in lieu of the foregoing formal educational requirements.
  • Must have a valid driver’s license and MVR clearance.



  • At least 21 years of age.
  • Demonstrated competence in working with traumatized youth who have experienced commercial sexual exploitation/sex trafficking.
  • Demonstrated written and oral communication skills and the ability to do so effectively with the young persons, professionals, neighbors and others who interact with the home.
  • Demonstrated ability to use initiative and be a self-starter.
  • Clear driving record.
  • A positive attitude and the ability to be flexible in light of changing job situations/priorities.
  • Can effectively interact with others in a diverse work environment.
  • A calm demeanor and ability to make sound decisions in the difficult situations that arise in an environment serving traumatized teenaged youth.
  • The ability to keep information regarding the program and residents strictly confidential.
  • A willingness to support the mission of The Salvation Army.



This individual will only commit Army resources that have been allocated or approved.


This individual will keep the Administrator and Program Director informed on all critical issues relating to their area of responsibility.


This individual will adhere to all policies and procedures in carrying out the responsibilities of this position.



This position is required to do light physical work. 


In order to successfully perform the essential functions of this position, the employee is regularly required to use standard office equipment and a PC. 


The employee is required to drive. 


Must be able to occasionally lift and move up to 50lbs. 


The work environment for this position is a residential environment with a low to high noise level.
